Objectives
This workshop aims to provide insights into the national VVB (Verification and Validation Body) perspective, focusing on their experiences in handling the validation and verification of client reports for the PTBAE-PU in Indonesia’s mandatory carbon market.
Background
PTBAE-PU or Persetujuan Teknis Batas Atas Emisi Pelaku Usaha, is Indonesia’s cap-and-trade mechanism for its compulsory carbon markets. Under this mechanism, regulated companies emitting more than their allocated allowances can purchase PTBAE-PU from companies emitting less. Currently, there are 99 registered entities, all of which are coal fired power plants (CFPPs), with 55 owned by the national electricity company and 44 by private or independent power producers (IPPs). In 2025, the program is expected to start its second phase, expanding to include gas power plants (PLTGU and PLTG).
According to the Minister of Energy and Mineral Resources Decree Number: 14.K/TL.04/MEM.L/2023, the allowances for maximum emissions (PTBAE-PU) vary based on installed capacity, ranging from 25 MW to over 400 MW. The PTBAE values also vary, from 1.297 tons CO2e/MWh to 0.911 tons CO2e/MWh, depending on the installed capacity. As Indonesia prepares to transition into the next phase of this program, it is crucial to evaluate the processes and challenges encountered during the current phase.
