At Bangkok Climate Action Week 2025, our panel on coal phase-out with transition credits asked whether this emerging instrument could work: could integrity be assured, could the economics close, and what would it mean for workers and communities? One year on, those questions have early answers from real transactions.
This follow-on session returns to the same audience with a progress report. Since 2025, the first Verra-approved coal-to-clean methodology has been issued, the world’s first transition credit transaction is underway at the SLTEC plant in the Philippines — backed by a Singaporean and Japanese buyer consortium and the Philippines–Singapore Article 6.2 bilateral agreement — and the Dominican Republic has pioneered a price guarantee mechanism under the Climate Investment Funds’ Accelerating Coal Transition program.
Through short presentations and a moderated panel, speakers will unpack what these first-mover experiences reveal: how the transactions are structured, how credit proceeds support decommissioning, replacement energy, and just transition measures, and what it takes for other countries in Southeast and South Asia to be ready for transition credit deals of their own.
The session is designed for energy and climate policymakers, carbon market practitioners and standards bodies, development finance institutions, private sector investors and credit buyers, and civil society and just transition advocates.
