SUMMARY:Carbon market development in ASEAN
DESCRIPTION:Objectives\nThis workshop will take stock of the progress in ASEAN countries in the development of domestic emissions trading schemes and the preparations for engaging in international carbon markets under Article 6 of the Paris Agreement. It will cover emerging legislation\, the development of domestic standards for the generation of carbon credits\, establishment of carbon trading platforms\, and the status of Article 6 frameworks. The workshop will also highlight the latest developments from COP29 on carbon markets (Article 6). \nBackground\nCarbon markets are an important instrument for countries wanting to reduce their domestic emissions. Domestic emissions trading schemes can support countries to achieve their nationally determined contributions (NDCs) cost-effectively. Article 6 of the Paris Agreement creates flexibility for countries in achieving their NDCs and enables an international carbon market under the Paris Agreement. \nCurrently\, the development of carbon markets varies across ASEAN\, with countries at different stages of implementation. A frontrunner is Singapore that implemented a carbon tax in 2019 and allows for companies to use carbon credits (ITMOs) to comply with the tax. Viet Nam and Thailand are developing climate change acts and carbon market regulations that will pave the way for future domestic emissions trading schemes. These legislative frameworks also cover participation in Article 6 trade. A similar development is taking place in Lao PDR where a draft regulation aims at preparing the country for international carbon market trade.
