DESCRIPTION:Objectives\nThis workshop aims to explore expectations for COP29 discussions regarding the carbon market\, delving into anticipated outcomes\, potential policy shifts\, and emerging opportunities for market participants. \nBackground\nThe upcoming UN climate summit\, COP29\, will be held in Baku\, Azerbaijan\, from November 11 to November 22\, 2024\, focusing on enhancing climate finance to urgently support vulnerable countries and communities. The expectation is that a New Collective Quantified Goal on Climate Finance (NCQG)will be agreed at this COP. Furthermore\, this conference will serve as a critical moment for global leaders to reaffirm and strengthen their national climate commitments while making progress on previous pledges. Progress is also expected for carbon markets. Although countries did not reach a complete consensus on the Article 6 rules during COP28\, there were advancements in establishing shared understanding\, including the formation of the Supervisory Body for the newly named Paris Agreement Crediting Mechanism (PACM). SUMMARY:Carbon market development in ASEAN
DESCRIPTION:Objectives\nThis workshop will take stock of the progress in ASEAN countries in the development of domestic emissions trading schemes and the preparations for engaging in international carbon markets under Article 6 of the Paris Agreement. It will cover emerging legislation\, the development of domestic standards for the generation of carbon credits\, establishment of carbon trading platforms\, and the status of Article 6 frameworks. The workshop will also highlight the latest developments from COP29 on carbon markets (Article 6). \nBackground\nCarbon markets are an important instrument for countries wanting to reduce their domestic emissions. Domestic emissions trading schemes can support countries to achieve their nationally determined contributions (NDCs) cost-effectively. Article 6 of the Paris Agreement creates flexibility for countries in achieving their NDCs and enables an international carbon market under the Paris Agreement. \nCurrently\, the development of carbon markets varies across ASEAN\, with countries at different stages of implementation. A frontrunner is Singapore that implemented a carbon tax in 2019 and allows for companies to use carbon credits (ITMOs) to comply with the tax. Viet Nam and Thailand are developing climate change acts and carbon market regulations that will pave the way for future domestic emissions trading schemes. These legislative frameworks also cover participation in Article 6 trade. A similar development is taking place in Lao PDR where a draft regulation aims at preparing the country for international carbon market trade. DESCRIPTION:Objectives\nThis workshop will delve into case studies of biodigester projects by Biru Karbon Nusantara\, shedding light on both the opportunities and challenges encountered in their development over the past few years. \nBackground\nIn the heart of Indonesia’s rural communities\, life revolves around the simplicity of nature. Families often collect tree branches from nearby wooded areas\, a practice that has long provided an accessible and almost cost-free source of fuel. For those who purchase wood\, the cost is minimal\, reinforcing its appeal as a primary energy source. However\, this accessibility has also created a stagnant market for better cooking solutions. With little consumer demand for innovation\, local producers stick to manufacturing basic biomass cookstoves\, often with poor quality control. \nThis reliance on traditional methods comes at a cost. In 2014\, nearly 24 million of Indonesia’s 60 million households still relied on biomass\, such as firewood\, for cooking. These traditional stoves fill homes with smoke\, turning kitchens into hazardous spaces. The impact is staggering—indoor air pollution from these stoves is linked to approximately 165\,000 premature deaths each year\, particularly affecting women and children who spend more time near the stoves. \nBut amidst these challenges lies an opportunity for transformation. Biogas\, a clean and sustainable energy source\, has the potential to revolutionize rural livelihoods. By converting livestock manure into energy\, biogas not only provides a healthier and more efficient cooking solution but also addresses pressing environmental concerns. This technology prevents harmful methane emissions from manure and reduces dependence on firewood or fossil fuels for cooking.
