DESCRIPTION:Objectives\nThis workshop\, facilitated by Dr. Wahyu Catur Adinugroho from BRIN\, a distinguished carbon expert in the Forests and Other Land Use (FOLU) sector\, aims to deepen participants’ understanding of carbon accounting within FOLU. The session will highlight the significance of accurate carbon accounting in the context of monitoring\, reporting\, and verification (MRV) for carbon projects\, while equipping participants with practical knowledge and skills that align with both national and international standards. \nBackground\nThe expanding carbon market and continuous updates to trading systems highlight the growing importance of carbon accounting. This process involves measuring both direct and indirect emissions of carbon dioxide and other greenhouse gases from human activities\, as well as accounting for carbon sequestration within various ecosystems. In the FOLU sector\, carbon accounting estimates emissions and removals resulting from deforestation\, forest degradation\, land use changes\, and land management practices. The primary goal is to quantify emissions from forest and land use activities to support national emission reduction targets and monitor progress toward achieving them. \nCarbon accounting methodologies in the FOLU sector vary based on their application. For national reporting\, Indonesia uses the 2006 IPCC Guidelines and its 2019 Refinement\, along with the National Registry System for Climate Change Control (SRN-GRK) and the REDD+ MRV framework. Meanwhile\, project developers apply international voluntary standards like the Verified Carbon Standard (Verra)\, Gold Standard\, or Plan Vivo\, tailored to specific project types such as REDD\, improved forest management\, reforestation\, wetland conservation\, or agroforestry. We will explore how integrity is assessed and why it is critical for the credibility of carbon credits in both compliance and voluntary markets. \nJoin us together with guest speaker Saras Suteja; carbon EX\, a distinguished carbon project risk expert\, as we delve into this critical topic. \nBackground\nAs carbon projects continue to expand across both compliance and voluntary markets\, ensuring their integrity and credibility has become paramount. Robust safeguards are needed to avoid double counting emission reductions\, prevent greenwashing\, and protect human rights. \nWithin the voluntary carbon market\, two complementary integrity initiatives have risen to embed these safeguards: the Integrity Council for the Voluntary Carbon Market (IC-VCM)\, which concentrates on the supply side\, and the Voluntary Carbon Markets Integrity Initiative (VCMI)\, which addresses the demand side. Their frameworks are reinforced by international standard bodies (Gold Standard\, Verra\, and ART TREES); ratings agencies (Calyx\, Sylvera\, and BeZero); and cross-sector collaborations (Carbon Credit Quality Initiative and the Tropical Forest Integrity Guide). Collectively\, these actors are forging an emerging consensus on what constitutes “high integrity” and how to achieve it in practice. \nParallel to these system-level efforts\, each project must undergo rigorous due diligence to confirm the quality and credibility of the credits it issues. In this context\, an additionality score has become an invaluable tool for credit buyers. Serving as a clear risk metric\, it expresses the degree of confidence that a project’s emission reductions are truly beyond business as usual; the higher the score\, the lower the risk. \nTogether\, these elements help build a transparent\, high-integrity market that attracts sustainable finance and delivers shared benefits. This surge has driven a sharp rise in demand for carbon credits\, with the voluntary carbon market nearly tripling in size by 2021 (Sylvera\, 2024). The momentum has been supported by regulatory developments\, such as Indonesia’s Presidential Regulation No. 98 of 2021 on carbon pricing and markets. This not only reflects strong interest in carbon credits as a mitigation tool but also opens up new economic opportunities for countries with high carbon sequestration potential. \nHowever\, this rapid growth also presents challenges\, particularly in ensuring the legal integrity of carbon projects. Clear regulations on ownership and management rights are critical\, especially given the value attached to carbon assets. Legal land tenure must be addressed early to avoid conflicts between those with formal land rights and those benefiting financially.
